The Bullhead City Police Department has made an arrest in connection with the fatal hit-and-run that occurred on February 19, 2026. Following continued investigation, detectives have determined that the victim, Moses French, was intentionally struck by a vehicle. The case is now being treated as a homicide.
According to investigators, French had previously shared concerns with friends about individuals who were upset over a transaction and feared possible retaliation. Detectives believe that on February 19, French was assaulted inside a vehicle and either jumped from or was pushed out while it was moving near Hancock Road and Highway 95. A second vehicle, believed to be connected to the suspects and following closely behind, then struck him.
As a result of the investigation, 46-year-old James Patrick Barr of Laughlin, Nevada, has been arrested and charged with second-degree murder and leaving the scene of an accident resulting in death. He is currently being held at the Mohave County Jail in Kingman.
This remains an active and ongoing investigation, and additional arrests are expected. Due to the nature of the case, limited details are being released at this time.
